Update README to reference latest GenP package

Replace hardcoded v3.7.0 references with generic "latest" references and update the download link to the file list. README.md and README.zh.md now instruct users to download/extract/run the GenP executable from the latest package (example: v3.8.0) instead of pointing to a specific zip file.
